* docs: add a How to Cite page with DOI and citation formats
Add a dedicated citation section to the online documentation as requested
in #701. The new docs/citation.md page documents the recommended citation,
BibTeX and APA formats, the Zenodo concept DOI badge, and points to the
existing CITATION.cff for GitHub's Cite this repository button. Wire it
into the mkdocs Reference nav and add a matching Citation section to the
README.

* Address Claude review feedback
- Add the publication year (2026, from CITATION.cff date-released) to the
recommended citation, BibTeX (year field), and APA entries in
docs/citation.md, so dated-release citations render correctly and conform
to APA 7's (YYYY) placement.
- Mirror the year fix in the README Citation blockquote and wrap the bare DOI
URL in <...> for style consistency with the docs page.
* docs: use the full descriptive title in citation entries
Update the cited title to GeoLibre: A lightweight, cloud-native GIS platform
for visualizing, exploring, and analyzing geospatial data across the
recommended citation, BibTeX, APA, and README blockquote.
