* fix(android): keep unmapped extensions selectable in the file picker

The vendored dialog plugin converted filter extensions to MIME types
with MimeTypeMap and silently dropped those Android has no entry for
(geojson, gpkg, fgb, ...). The document provider types such files as
application/octet-stream from the same table, so whenever another
extension in the filter did map (json, csv, kml), the picker listed
them as "BIN file" and greyed them out.

For file picks, an unmapped extension now adds application/octet-stream
to the MIME list. Save dialogs keep the upstream behaviour.

Fixes #3325

* Address Claude review feedback

- Add application/octet-stream only when the filter also has a mapped
  extension, so a filter of only unmapped extensions keeps the
  unfiltered picker it had before.
- Drop the redundant lowercase(): MimeTypeMap lowercases internally.
