Qiusheng Wu 4dbd2bfe08 chore(tooling): fast type check, web CI gate and contributor files (#2637)
* chore(tooling): add fast type check, web CI gate and contributor files

Add `typecheck:fast` (tsc -b over the app without the Vite build) and
`ci:web` (lint, i18n catalog check, typecheck:fast, frontend tests) so
frontend-only changes can be gated without Rust or Python.

Refresh the contributing guide: scope pre-commit to changed files
instead of --all-files, and make the `npm run ci` table match what the
script actually runs (lint, i18n check, coverage gates, and all five
workers under test:worker).

Add .nvmrc (Node 22, as in CI), rust-toolchain.toml (stable, as in CI)
and a short pull request template.

Pin @carbonplan/zarr-layer to 0.9.1, the version its patch in patches/
targets, so a minor bump cannot silently skip the patch.

Part of #2633.

* chore(tooling): group typecheck:fast with ci:web

Keep the new script next to the gate that uses it, away from the lint
script, so a later change to the lint line does not collide with it.

Part of #2633.

* Address review feedback

- typecheck:fast: build @geolibre/embed before `tsc -b`. The app
  imports it through its built dist/ types, so the standalone command
  failed on a fresh clone. ci:web no longer builds it separately.
- CONTRIBUTING.md, docs/contributing.md: replace the `<paths you
  changed>` placeholder, which the shell reads as a redirection, with
  example paths.

# CI (ci.yml, release.yml and the mobile workflows) builds the Tauri crate
# with the latest stable Rust, so local builds track the same channel.
# Workflows that need extra targets (Android, iOS) add them on top of this.
