* feat(plugins): expose built-in control panels to plugins

Share panel toggles with the scripting API so plugins can open the existing host controls. Allow Minimap zoom and size options while keeping menu visibility synchronized.

* Address Claude review feedback

Preserve Minimap visibility and collapsed state when updating its options. Keep repeated direct opens idempotent and retain collapsed state on basemap refreshes.

* Address CodeRabbit review feedback

Invalidate pending bookmark, search, measure, and print opens when closed or torn down. Forward scripting closes during initialization and cover both constructor loading and deferred show callbacks in regression tests.
