* feat(processing): add attribute (table) join vector tool (#302)

Joins a table layer's fields onto features by a matching key field with no
geometry, complementing the existing spatial join. Implemented identically in
the client, sidecar, and Pyodide engines on raw GeoJSON, with inner/left joins
and optional field selection.

* Address CodeRabbit and Claude review feedback

- Treat a separators-only fields string (e.g. ",") as blank instead of erroring,
  in both the client and Python engines, with tests.
- Add attributeJoin to all 13 non-English locale catalogs (was en-only).
- Use a local ATTRIBUTE_JOIN_HOW constant instead of borrowing the spatial join's.
- Warn when the join layer contains only the key column (no fields transferred).
- Note the strict-input / lenient-join convention with a comment.
- Simplify join-prop pick with dict.get and drop a redundant .keys() call.
- Add an inner-join-with-empty-overlay test.
