jason5ng32andClaude Opus 4.7 c992d5d29b ci: run tests + build on push and PR (main / dev) ...

Previously the only workflows were docker-image.yml (release-only) and
sync.yml (fork upstream sync). Nothing verified that `npm run check`
passed on incoming PRs, so 221 tests and the Vite build existed on an
honor system.

New ci.yml: on push / PR to main or dev, check out, set up Node 24
(matches the Dockerfile), install deps, run `npm test`, then `npm run
build`. Uses npm's built-in cache keyed on package.json since
package-lock.json is intentionally gitignored.
