Claude e3eaef369f Fix(ui): one scroll offset for section shortcuts and nav links ...

The w / d / s / c keys scrolled a section 80px below the viewport top
while the nav links used 70px, so the same section landed at two
different spots. SECTION_SCROLL_OFFSET now lives in utils/scroll-to.js
and every section scroll — nav, breadcrumb, keyboard — uses it.
