Mike Griese 60a19a571b Meta: Fix telemetry by adding a ProductId (#51896 )

All of our telemetry has been broken since we moved to the WinExt
provider in #44015.

Using the WinExt provider is right and good.
However, in order for our data to not get blocked, we also need to have
a `PartA_PrivacyProduct` set to an approved product ID.

We're product 13[^1]. Congrats to us.

This product ID isn't a secret number or anything. We can just publicly
include that here.
