Shahar Epstein 0b7c7f2e19 Apply ruff Python 3.11 fixes to providers (#74155) ...

Output of ruff --fix with the py311 target for the providers:
timezone.utc becomes datetime.UTC, typing_extensions imports move to
typing and asyncio.TimeoutError becomes the builtin alias. The opsgenie
"compat with Python < 3.11" comment that followed the moved import is
dropped by hand.

No behaviour change on Python 3.11+. On 3.10 asyncio.TimeoutError is not
the builtin TimeoutError, so this layer must ship together with the
requires-python bump to 3.11.
