fix(cli): disallow --slim in CLI start options (#2987) (#3113)

Fixes #2987

### Summary
- Remove `slim` from `getCliOptions()` in `src/config/mcp-options.ts` so
`chrome-devtools start --slim` is rejected in CLI strict mode, since the
generated CLI requires the full tool set.
- Add regression test in `tests/cli.test.ts` verifying `getCliOptions()`
omits `slim`.
