feat: add Kimi Code plugin manifest (#3029)

Add .kimi-code-plugin/plugin.json to enable this MCP server as a Kimi
Code plugin as per #3028.

- Add .kimi-code-plugin/plugin.json to enable this MCP server as a Kimi
Code plugin
- Allows users to install and use chrome-devtools-mcp through Kimi
Code's plugin system
