Alex Rudenko a560c32675 ci: use pull_request trigger for PR title check (#3310)
GitHub enforces a default event policy that blocks `pull_request_target`
in public repositories from 2026-11-02. See [Default policy for
pull_request_target](https://docs.github.com/en/actions/reference/security/securely-using-pull_request_target#default-policy-for-pull_request_target).

This PR changes the trigger of the `Conventional Commit` workflow from
`pull_request_target` to `pull_request`.

- The workflow reads only the PR title. A read-only `GITHUB_TOKEN` is
sufficient.
- The event types, permissions, action version, and job name do not
change. The required check name stays the same.
- For first-time contributors from forks, a maintainer must approve the
workflow run before the check starts.
