Node runs availableParallelism() - 1 test files at a time by default. On a 2-core CI runner, that is one file at a time, and the second core is mostly idle: most test files wait on Chrome and child processes. Run at least 2 test files at a time when --test-concurrency is not set. Machines with 4 or more cores keep the Node default. The Windows CI job still sets --test-concurrency=1. Full suite on 2 cores (taskset -c 0,1, bundled build): 304 s to 222 s. 3 files at a time gave 214 s and 4 gave 218 s, with more CPU contention per test, so 2 is the safe minimum.
