Martin Vogel a245618a64 wip(ci): checkpoint hybrid test-impact implementation 
Preserve the current selector, frozen-input inventory, result codec,
coverage collection, runner filtering, and isolated Windows venue work.
Component-level regression proofs are recorded in the PR handover.

The live classified provider, public execution integration, artifact
admission, fresh oracle/shadow evidence, and full platform gates remain
incomplete. This checkpoint does not enable or claim verified narrowing.

Martin Vogel 07f78e8933 Fix userconfig test on Windows: use APPDATA instead of XDG_CONFIG_HOME 
cbm_app_config_dir() reads APPDATA on Windows, not XDG_CONFIG_HOME.
Test now sets the platform-appropriate env var and restores it after.

Martin Vogel 7d6b3af341 Fix memory leak in resolve_store + Windows setenv build error 
- resolve_store: verify project exists in database after opening;
  close store immediately if project is absent (prevents SQLite
  connection leak when querying deleted/empty projects)
- test_userconfig.c: use cbm_setenv/cbm_unsetenv instead of raw
  POSIX setenv/unsetenv (fixes Windows build)

Shane McCarronandClaude Sonnet 4.6 1cdb98319a feat(discover): add user-defined extension→language mappings via config files 
Read extra_extensions from ~/.config/codebase-memory-mcp/config.json
(global) and {repo}/.codebase-memory.json (project), merging them with
project config taking precedence. Unknown language values warn and skip.
Missing files are silently ignored (fail-open).
