Migrates cmd/wasm from its own bespoke agentic loop (runtime_wasm.go) to pkg/runtime via pkg/embeddedchat, the same path the CLI uses. Per-session OAuth context is wired; tool confirmation and elicitation are surfaced to JS callers. Adds createSession() for long-lived sessions alongside the existing stateless chat() shim.
