The loader no longer links goja. ${...} expansion goes through an Expander
interface whose default resolves ${env.NAME} and bound values only;
WithExpander(js.NewJsExpander) restores JavaScript evaluation. Code mode
wrapping is supplied with WithCodeMode(codemode.Wrap) and configs asking
for it without the option fail to load; code_mode_tools is also reported
as a strict-mode feature. loaderdefaults.Opts wires both (and registers
jscommands), so CLI behaviour is unchanged.
