Agent inspector datasets and lifecycle presentation are read-only views, not execution policy. Move inspection and execution-capability types into runtime/inspection and migrate consumers directly, without runtime re-exports. Keep runtime methods as bindings to the current team and agent. Separate startup emission from construction code while preserving progressive discovery and timeouts.
