Configured-price overlays, service-tier rates, and token arithmetic are pure policy shared by normal turns and native compaction. Move them into runtime/pricing and call it directly, leaving session mutation and accounting in execution. Keep nil meaning unpriced distinct from a non-nil zero meaning free, and never mutate shared catalog entries.
