Sayt-0 dc024c6b86 feat(harness): switch a harness agent's effort with /effort and Shift+Tab ...

The effort of a claude-code or command-code harness reaches the CLI's
effort flag, but /effort, Shift+Tab and the effort picker looked for the
agent's model and failed with "agent has no model configured".

The runtime now resolves a harness agent's levels (low to max, the
values harness.effort accepts) and stores the picked one as a runtime
override on the agent, which the next turns pass to the CLI. The
sidebar shows the effort, or "auto" while the CLI picks it, and the
picker lists the harness levels. Like a model's level, the override is
not persisted.
