David Gageot 9e0c186bdb test: poll RAG watcher completion more promptly ...

Check for completion on a short tick instead of only right after each
retry write, so the test doesn't wait out the full retry interval when
the watcher already fired. Write retry spacing, debounce, and the
duplicate-detection window are unchanged.
