David Karlsson 1773367159 Sync sbx CLI reference from release/v0.51 (#26514)
Vendor the checked-in CLI YAML from Docker Sandboxes release/v0.51 at
7d55286de0c7. This updates command help, adds `sbx policy check http`,
and replaces seven agent-specific create pages with redirects to `sbx
create`.

Validation: full site build with Hugo 0.169.0; upstream byte-for-byte
comparison; all 115 command pages, reference links, and seven redirects
checked; template formatting and whitespace checks passed.

name: sbx policy refresh
synopsis: Force an immediate policy refresh
description: |-
Force sandboxd to fetch and apply governance policy immediately.
The daemon normally polls for policy changes on a regular interval. Use this
after changing an org policy setting (for example, toggling AI Governance) so
the change takes effect without waiting for the next poll. This also
invalidates the cached registry credential; it never restarts the daemon or
stops running sandboxes.
The refreshed policy applies to new connections only. Connections a sandbox
opened while the previous policy allowed them stay open even if the new
policy denies them; restart the sandbox to drop them.
