Problem Summary: Rowset recycling queried versioned delete bitmap
metadata for non-MoW rowsets, producing an unnecessary empty range read
per rowset.

Check whether delete bitmap cleanup is needed before reading its storage
metadata in single-rowset, batched-rowset, and tablet recycling paths.

For a 5,000-rowset non-MoW workload, this avoids 5,000 bitmap metadata
range reads.

Update the recycler benchmark to seed tablet and partition metadata,
warm the MoW cache, and include range-read requests in get counts. Add a
unit test that checks the non-MoW skip and preserves the MoW path.
