majialong 68986c8df8 KAFKA-19818 Move ClientQuotaMetadataManager logic to the metadata module (#23555) 
Migrate `ClientQuotaMetadataManager` from Scala in the `core` module to
Java in the `metadata` module, consolidating its logic into
`DynamicClientQuotaPublisher`.
