Fix a problem I ran into after upgrading to latest MacOS Developer Tools.

Conformance runs `git rev-parse` to get the current SHA of the submodules. Problem I hit was that when running conformance for `oxc_lexer` SIMD implementation, cross-compiled for x86 on Mac, this `git` call gets routed to the wrong `git` binary.

This PR doesn't fix that, but it ensures that cases like this produce a panic with helpful diagnostic, rather than swallowing the error and returning `""` as the git SHA, which was a headache to debug.
