Dirk Petersen e906ecf25f local: set only the ownership a non-root user may set
With --metadata rclone applied the uid and gid of the source with
chown, which fails with "operation not permitted" for a user other than
root whenever the source belongs to another user or group (a file of
root or of a colleague), so the copy of such a file failed.

As a user other than root, leave the uid as it is (only root can give
a file away) and set the gid only to a group the process is a member
of, as rsync -a does; skip the chown if neither applies. Root is
unchanged.
