Bump sphinx-airflow-theme to 0.3.15 for a more readable docs sidebar (#75471)

Browse Source 
0.3.15 spaces sidebar entries so wrapped titles read as one entry, and
lists only pages in the left sidebar, leaving page headings to the
right-hand TOC (apache/airflow-site#1700).
