### Hook-Driven Routing
When the next agent depends on the request or on the previous agent's answer,
`before_agent_run` and `after_agent_complete` [hooks](../../configuration/hooks/index.md#agent-routing-hooks)
can choose it — with a command or a choice [evaluator](../../configuration/evaluators/index.md) — instead
of a coordinator's LLM call. The runtime validates each choice against the agent's
`routing.allowed_agents`, switches agents in the same conversation (earlier transcripts
stay visible), and starts every new user request at the entry agent again. Combine it with
`force_handoff` for fixed continuations such as `researcher -> reviewer`. See
[`examples/hook_routing.yaml`](https://github.com/docker/docker-agent/blob/main/examples/hook_routing.yaml).
## Parallel Delegation with Background Agents
`transfer_task` is **sequential** — the coordinator waits for the sub-agent to finish before continuing. When you need to fan out work to multiple agents at the same time, use the `background_agents` toolset instead.

> Agent-config, global, drop-in, and CLI hooks are additive. For each event, configuration order is: agent-config hooks first, then global hooks from `settings.hooks`, then [hook drop-ins](#hook-drop-in-files-hooksd) from `hooks.d/`, then CLI hooks. Transformation pipelines execute in this order; concurrent events aggregate results in this order. No source replaces another, and individual agents cannot opt out of global hooks.
## Agent routing hooks
`before_agent_run` and `after_agent_complete` are **control events**: a hook can
choose the next agent, and the runtime validates and executes the switch. No LLM
`transfer_task` or `handoff` call is involved, and an agent that is routed away
from never calls its own model. Routing continues in the **same conversation**:
every agent sees the earlier transcript. Isolated steps, nested calls, parallel
branches and retries are not supported.
```text
request -> evaluator +-- specialist --------------+-> final answer
+-- researcher -> reviewer --+
+-- clarifier ---------------+
```
```yaml
agents:
root:
model: openai/gpt-5-mini
routing:
allowed_agents: [quick, specialist, researcher, clarifier]
default_agent: clarifier # required for evaluator selectors
hooks:
before_agent_run:
- type: evaluator
evaluator: task_route # a top-level choice evaluator
routing_policy:
routes: {simple: quick, complex: specialist, research: researcher, unclear: clarifier}
min_probability: 0.85
```
See [`examples/hook_routing.yaml`](https://github.com/docker/docker-agent/blob/main/examples/hook_routing.yaml)
(evaluator selector with `researcher → reviewer` continuation via `force_handoff`) and
[`examples/hook_routing_command.yaml`](https://github.com/docker/docker-agent/blob/main/examples/hook_routing_command.yaml)
(offline command selector).
### When the events fire
- `before_agent_run` fires **once per agent activation**, before the runtime
selects the agent's model or replays its response cache. A route replaces the
activation: the skipped agent makes no model call and its `after_agent_complete`
hook never runs. Each destination starts its own activation and may run its own
`before_agent_run` once. Model and tool iterations inside an activation do not
re-fire it.
- `after_agent_complete` fires **once after a successful completion** — natural
completion, accepted structured output, or a cached answer — before the run
decides whether it is finished. It does not fire on errors, cancellation,
budget stops, iteration-limit pauses, incomplete structured output, or empty
completions, and a failed or empty step never continues to another agent.
- Every new user request starts again at the entry agent (the agent you started
with or selected explicitly, not necessarily `root`). Input sent while a routed
invocation is running stays queued and starts a new invocation at the entry
agent when the current one ends. Routing switches the agent for that session
only and never changes the shared entry agent.
- The existing observational events (`stop`, `subagent_stop`, `on_agent_switch`) are
unchanged. `on_agent_switch` reports routes with `agent_switch_kind: route`.
- Intermediate answers may already have streamed to the user before a completion
hook reviews them; completion routing does not retract them.
### Input and output
Control hooks receive the usual fields plus a runtime-owned task context. The
runtime preserves `input` for the whole invocation and updates `previous_output` only
after a step completes successfully.
```json
{
"session_id": "session-123",
"invocation_id": "request-456",
"step_id": "step-2",
"agent_name": "researcher",
"input": "Original user request",
"previous_output": "Previous completed step, if any",
"output": "Current completion (after_agent_complete only)",
"conversation": [{"role": "user", "content": "Earlier visible turn"}]
}
```
`conversation` holds up to the last 10 visible prior user and final assistant
messages (no system messages, tool transcripts, or sub-session contents), so
follow-ups can be assessed in context. Treat every one of these values as
untrusted task data, never as policy.
A hook selects the next agent with:
```json
{"hook_specific_output": {"transition": {"action": "route", "agent": "reviewer"}}}
```
- Empty output (or exit code 0 with no JSON) is an intentional no-op: the current
activation runs, or finishes normally.
- Blocking output (`decision: block`, `continue: false`, exit code 2) terminates
the run with its reason, and **blocking beats any transition**. `continue: true`
is not a request for another turn.
- Output is **always validated strictly**, regardless of `strict_output`: unknown
actions, missing targets, unknown fields, non-JSON output and transitions on
other events are errors. Only `route` exists; there is no retry, call, return or
fabricated final response. `hook_specific_output.metadata` is carried into the
route event.
- Hook crashes, timeouts, malformed output and targets outside
`routing.allowed_agents` **fail closed**: the run stops with an error and the
wrong agent never continues.
### Configuration rules
Checked when the configuration loads, after global and drop-in hooks are merged:
- An agent with `before_agent_run` or `after_agent_complete` hooks needs `routing`,
and `routing` needs at least one of these hooks. Inherited routing hooks are
never dropped silently; they fail validation on agents without `routing`.
- **At most one selector per event** on an agent after identical definitions are
de-duplicated. Different selectors are an error; completion order never decides.
- `routing.allowed_agents` lists declared local agents (no self, no duplicates, no
harness agents, no external references). `default_agent` must be one of them.
- `after_agent_complete` cannot be combined with `force_handoff` on the same agent.
Use `force_handoff` for unconditional continuation.
- Statically possible routes and `force_handoff` edges must not form a cycle, and the
runtime stops an invocation after 100 transitions regardless.
- Hook types `command`, `builtin` and `evaluator` are supported. `model` hooks
cannot select routes.
- In HCL write `routing = { allowed_agents = [...] }` as an attribute; a `routing { }` block
means model routing rules and is rejected for agents.
Routing needs the native run loop. Pinned sub-sessions (transferred tasks, background
agents, skill forks), harness agents, and the experimental WASM runtime do not support
it and report an error instead of ignoring the hooks; embedders using
`teamloader.WithStrict` must enable `config.FeatureAgentRouting`. A route grants no
tool permission: tool guards, permission rules, approval dialogs and non-interactive
denials apply to the destination exactly as before.
### Evaluator selectors
`type: evaluator` hooks on control events apply a `routing_policy` to a
[`choice` evaluator](../evaluators/index.md). The evaluator's own `instructions`
and `choices` are sent exactly as written; the routing policy, not the prompt, maps
each outcome to an agent and sets the threshold.
- `routes` must map **every** evaluator choice to an allowed agent (missing or
unknown keys are configuration errors). Choice labels need not equal agent names,
so different consumers can map the same assessment to different actions.
- The evaluator receives only `input`, `previous_output`, `output` and `conversation`
— no session or invocation IDs, system prompts or tool transcripts.
- The runtime validates the whole probability distribution: exactly the expected
keys, finite values in `[0, 1]`, a total within 0.001 of 1, and a selected choice
that is uniquely highest. A selected probability at or above `min_probability`
routes through `routes`.
- **Ties, low probability, unknown or invalid answers, and evaluator transport or
provider failures** route to `routing.default_agent` and emit a warning with a
fallback reason (never raw provider errors or task text).
- **Cancellation, budget exhaustion and invalid usage accounting are terminal**: they
stop the run and never use the default agent.
- Every evaluator attempt, including invalid answers, is charged once to the session
budget; the budget is checked before and after each assessment and before the next
agent starts.
- `tool_guard` evaluator hooks are unchanged: evaluator failures still block the
guarded tool.
Route events (`agent_route`) carry the invocation and step IDs, source and
destination agents, evaluator, selected outcome, probability, returned model and any
fallback reason. The TUI shows a one-line notice per route.

# Offline routing with a command selector: no evaluator service or API call for routing.
#
# The command receives the hook input as JSON on stdin (see the `input`, `previous_output`
# and `conversation` fields) and prints a transition. Empty output means "no route": the
# current agent runs normally. Malformed output or a target outside allowed_agents stops
# the run instead of continuing with the wrong agent.
#
# This keyword match is deliberately naive; it also sees earlier conversation turns.
