docs: clarify dockerDaemonOptions value parameter type (#26265)

## Summary
Fixes description of `dockerDaemonOptions.value` in
`configure-json-file.md`.

## Problem
In the Linux VM settings table of `configure-json-file.md`,
`dockerDaemonOptions` description stated "If `value` is set to true, it
overrides...", incorrectly implying `value` is a boolean. In reality
(and as shown in the example JSON), `value` contains a stringified JSON
configuration object (e.g., `"value": "{\"debug\": false}"`).

## Solution
Updated the table description for `dockerDaemonOptions` to accurately
reflect that `value` takes a JSON string.

Fixes #26264
