Classic298 2ffcbb745f Say what admin chat access does and does not cover

Turning off admin chat access hides other users' chats in the interface, but admins control the instance and can still reach the data, including internal sub-agent, timer and note chats by id. The privacy, roles and sub-agents pages and the setting's entry now say so. Closes #1486.
