MINOR: Fix Javadoc of Group (#24050)

The Javadoc of `Group` names a nonexistent `offsets.retention.ms`
config, describes `stateAsString` as returning the group type, says
"genetic groups", uses `{{@link ...}}` double braces and omits some
`@param` tags.

This patch fixes them.
