overlookmotel 5e2a86050a feat(lexer): introduce SIMD vector types (#28679)
Introduce SIMD vector types `Vec256` and `Vec128`.

These types wrap `__m256i` / `__m128i` on x86_64, and `uint8x16_t` / `uint8x16x2_t` on aarch64.

Motivation:

1. Provide safe interface for operations which are not inherently unsafe e.g. XOR-ing 2 vectors.
2. Provide safe methods for loads from slices (which we can hopefully make more use of in the process).
3. Make it impossible to use AVX2-specific intrinsics unless on a machine which supports AVX2, by requiring an `Avx2` token for any methods which create vectors.
4. Make SIMD code less verbose and more readable, by supporting e.g. `vec1 & vec2` or `vec & 0x3F`.
5. A step towards removing all `#[cfg]` feature gates from the crate.

Migrate all the SIMD code in the crate over to using these types.

This is pure refactor. Codegen (ASM) is identical after this PR. The new types express the exact same operations, just through a different syntax.

Any function that receives a `Vec256<Avx2>` / `Vec128<Avx2>` no longer needs to also receive an `Avx2` token - receiving the vector type proves the machine supports AVX2, as it's impossible to create one without providing an `Avx2` token originally.

Some previously unsafe functions become safe, after this change.

🙋 Who's using Oxc?

Rolldown and Nuxt use Oxc for parsing. Rolldown also uses Oxc for transformation and minification. Nova, swc-node, and knip use oxc_resolver for module resolution. Preact, Shopify, ByteDance, and Shopee use oxlint for linting.
