overlookmotel 95ec36e54f feat(lexer): support lifetime parameters in cpu_versions macro (#28665)
Part of effort to move to runtime CPU feature detection.

`cpu_versions!` accepts lifetime parameters before the const ones (e.g. `<'a, const N: usize>`), so that a later step can apply it to `token_view`. Lifetimes can't have bounds.

Every generated function declares the lifetimes. Calls between them don't pass them: rustc infers them, and a lifetime which appears in the parameters' types can't be passed explicitly. The turbofish is left out when there are no const parameters.

Tests cover a function with only a lifetime, and a function and a method with a lifetime and a const parameter.

Codegen: no change in any build.

🙋 Who's using Oxc?

Rolldown and Nuxt use Oxc for parsing. Rolldown also uses Oxc for transformation and minification. Nova, swc-node, and knip use oxc_resolver for module resolution. Preact, Shopify, ByteDance, and Shopee use oxlint for linting.
