build: make startdev work out the next version on master or a stable branch

make startdev now starts the next minor version on master and the next
patch version on a v*-stable branch, so the same target works for
releases and point releases. It refuses to run on other branches or if
the current version hasn't been tagged yet, which catches running it
twice. make startstable is kept as an alias.
